Board of Directors Election Information


The three (3) offices held by incumbents William T. Mason, Jr, Matthew VoVilla, and Gilbert Grace are to be filled at the upcoming general district election on November 4, 2014. Declaration of Candidacy forms were available from July 14, 2014 to August 8, 2014 at the office of the County Clerk in Bakersfield.

As of the August 8, 2014 deadline, the following persons had filed Declaration of Candidacy forms:

Resident Ralph Kermode, who had also filed, has since passed away. Staff notified the elections office and his name is expected to be removed from the ballot (CA Elections Code Section 10529).

California Elections Code Section 10516 stipulates that, “in any district or agency election, if a Declaration of Candidacy for an incumbent elective officer of a district is not filed by 5 pm on the 88th day before the general district election, any person other than the person who was the incumbent on the 88th day shall have until 5 pm on the 83rd day before the election to file a Declaration of Candidacy for the elective office.” As Director Matthew VoVilla did not file Declaration of Candidacy papers, the deadline was extended to August 13, 2014. No additional candidates filed in that extended period.

The district election will be consolidated with the November 4, 2014 general election and the newly elected Directors will take office at noon on the first Friday in December following the general district election. (CA Elections Code Section 10554). The Clerk of the Board will administer the Oath of Office at the December 11, 2014 Regular Board Meeting.

In an August 13, 2014 editorial, The Tehachapi News stated: “The Tehachapi News is hoping to help sponsor one or more Candidate Forums during the coming weeks. We will contact candidates to try to address any scheduling issues and provide invitations to participate.” The District will offer to help facilitate a Candidate Forum, however, staff is required to remain neutral, therefore will not actively participate in the forum. Candidates are welcome to schedule time to ask any specific questions.


Kern County Elections Office estimates an average cost of $3 per registered voter. As of June 2, 2014, there were 3548 registered voters in the District, making the cost of the election approximately $11,000.
